In January 2009, Luis Fortu?o enacted several measures aimed at eliminating the government’s $3.3 billion deficit. The measures adopted by the Fortu?o administration included systematically terminating the employment of nearly 24,000 public employees. Consequentially, the archipelago’s unemployment rate displayed four consecutive months of rise, reaching 12.6 % in September.
